It's quite strange though. Actually changing your Voltage Setting on your SMPS can fry it immediately unless otherwise it supports a wide range of voltage.
In future in case of cold boot issues, try unplugging the power cord from the PSU and discharge the power by pressing the power button on the PC. Then you may reconnect the power cord to power it up again. This happens to some badly designed power supplies.
