Is there a php script that offers the same service as UNI.CC, specifically providing subdomains and management of DNS for that subdomain?

i need something that can be accessed publicly.. user creates their own account and manage their own account

I don't think there is one. Unless uni.cc is open-source.

You need also a Dedicated Server or VPS running your own system.
